Research protocol / version 1.0

How we
search

This protocol makes inclusion reproducible. It separates finding examples from completing a legislative census.

Scope

The unit is an operative statutory provision or tightly connected scheme enacted by Canada, a province or a territory. Regulations, municipal bylaws and Indigenous laws are out of scope for release 1.2 unless a record explicitly says otherwise.

Search sequence

  1. Search the jurisdiction’s official consolidated-statute collection for: no action lies, no proceeding, good faith, final and binding, judicial review, injunction, certiorari, notwithstanding, immunity and remedy.
  2. Read the entire provision, its definitions, exceptions and adjacent appeal or review sections.
  3. Check the official legislative history, amendment table and repeal status.
  4. Prefer the official consolidated text; preserve an enacted bill or official court record when it materially explains status or interpretation.
  5. Code the protected actor, operative effect, remaining review route and strongest rubric score. A second review is required before a record may support a comparative claim.

Exclusions

Do not include ordinary limitation periods, evidentiary privileges, private contractual releases or provisions protecting only a private reporter unless they materially shield the exercise of public power. Do not infer that a clause is unconstitutional or abusive.

Coverage states

No jurisdiction in release 1.2 is marked census complete. Consequently, record totals cannot be used as prevalence or trend measurements.

Audit trail

Each record carries an ID, checked date, source, short excerpt, status and amendment-history note. Releases are retained in Git, summarized in the public changelog and exported in JSON and CSV.
