How the
record works
The dataset records legal insulation. It does not label legislation unconstitutional, abusive or illegitimate merely because a shield exists.
Current coverage
Release 1.1.0 contains fourteen verified examples and represents every federal, provincial and territorial jurisdiction with at least one record. This is representative jurisdictional coverage, not a census of each jurisdiction’s legislation, and cannot establish frequency or a historical trend.
Unit of analysis
One record represents a provision or tightly connected legislative scheme. Every record identifies jurisdiction, enactment year, instrument, provision, current status, mechanisms, protected actor, operative effect, available review route, score, sources and last-check date.
Scoring
- 1 — Context only: no operative shield identified.
- 2 — Liability immunity: protection is usually bounded by good faith or statutory authority.
- 3 — Crown or remedy limit: government liability or a specific remedy is restricted.
- 4 — Review restriction: privative language narrows court supervision.
- 5 — Override or compound: section 33 or multiple mechanisms operate together.
The score records the strongest mechanism present. It is ordinal, not additive.
Source policy
Preference is given to official consolidated legislation, enacted bills, legislative records and official court decisions or dockets. Commentary may help locate a provision but is not sufficient as the sole source for a published record.
Corrections
A proposed correction should identify the record ID, disputed field, replacement wording and a primary source. Corrections change the dataset version, retain the previous Git revision and update the checked date. Submit corrections through the public community channels at felineunion.org.
